Actuarial Consulting Services, commonly known as ACSI, is a third party service provider for defined contribution (including 401k and 403b) retirement plans and defined benefit pension plans, including cash balance plans.

ACSI’s retirement plan services include recordkeeping and plan administration (“TPA services”), actuarial valuations and studies, and consulting.

ACSI is an independent TPA, meaning that we work with any financial representatives and investment companies for which independent third party administration is an option. Unlike most TPAs, ACSI does not sell investment products or provide investment advice, choosing instead to concentrate on providing quality, efficient and independent TPA services.

Retaining ACSI as the service provider for a retirement plan offers the client the opportunity to outsource administrative responsibilities so that employees can concentrate on other business activities. ACSI performs the work and provides the advice necessary for the client’s plan to be in compliance with Internal Revenue Code and Employee Retirement Income Security Act (ERISA) requirements, as applicable.

ACSI services include, but are not limited to:
Defined benefit plan consulting, plan design, plan documents and summary plan descriptions, benefit statements, actuarial calculations for annual contributions and participant distributions, actuarial valuations and certifications (IRS Schedule SB), and IRS Form 5500 reporting and PBGC filings.

Financial liability disclosure compliance assistance, for pensions and other post-retirement employee benefits, including FASB 87 and 106.

Defined contribution plan consulting, plan design and formula analysis, plan documents and summary plan descriptions, annual participant notices, contribution analysis and calculations, IRS required testing, distribution and loan processing, and IRS Form 5500 and Form 1099-R reporting.

Mark E. Brand, Esq., J.D., M.B.A.

Chief Executive Officer

Mark’s extensive knowledge of pension law provides the foundation for his retirement plan consulting regarding plan design, implementation, operation, administration, compliance, and corrections. He serves as general counsel for ACSI’s pension administrators and actuary. Mark started his career as a corporate attorney with a national law firm in Pittsburgh and then was a partner with Phillips Lytle LLP in Buffalo, spending 21 years as a pension lawyer prior to joining ACSI in 2011.

Mark has a J.D. (Law) Degree and B.S. and M.B.A. degrees in Accounting and Finance from the University at Buffalo. In his free time, he’s a dedicated Atlanta Braves and Buffalo Sabres fan and a lifelong hockey player who, along with his wife, loves caring for their grandchildren whenever he is away from the office.

President

James Brand, the President of ACSI, partners with financial advisors to provide their clients’ retirement plans with A+ TPA services. His focus is on onboarding all new ACSI clients, designing retirement plans, and setting up automation for clients’ retirement plans.

James started his career in private equity and is a CFA with a Master’s in Financial Engineering from NYU. Today, James is proud to lead ACSI alongside his wife and father, continuing the firm’s legacy of independent, expert service.

Chief Operating Officer

Bridget manages ACSI’s Pension Administrators and oversees all aspects of compliance and reporting for clients’ 401(k), 403(b), and other defined contribution plans. As Chief Operating Officer, she leads firmwide operations, driving strategic initiatives, process improvement, and organizational efficiency to support the firm’s continued growth.

Bridget has more than 25 years of experience providing retirement plan services, including 3 years with a large public accounting firm. Bridget has a B.S. and M.B.A. in Accounting and Finance from St. Bonaventure University. Outside of work, she is a devoted Disney enthusiast who loves vacationing, cherishes time with her family, and enjoys tending to her ever-growing collection of office plants.

Prior to joining ACSI, Chloe spent over 15 years in the nonprofit sector, where she most recently managed numerous nationwide public health initiatives. She holds a Master’s degree from Columbia University. Chloe enjoys running ACSI alongside her husband and, in her free time, enjoys traveling, hiking, and spending time with her family.

Working alongside her family at ACSI, Emily brings a practical, hands-on approach and entrepreneurial insight to the firm’s daily operations. She holds B.S. and M.S. degrees in Accounting from the University at Buffalo. Outside of work, Emily enjoys life with her growing family, staying busy with her two young daughters – a lively two-year-old and a new baby – making the most of every moment together.
